The Gwich'in Settlement Region is made up of the Gwich'in Settlement Area, the Primary Use Area and the Secondary Use Area. The Gwich'in Settlement Area is entirely in the Northwest Territories and is approximately 56,935 km2. The Gwich'in Planning Board is responsible for land use planning in the Gwich'in Settlement Area.Both the Primary and Secondary Use Areasare in the Yukon Territory. The Primary Use Area (21,988 km2) encompasses much of the watershed of the Peel River. It is an overlap area between the Nacho N'yak Dun of Mayo and the Teetl'it Gwich'in of Fort McPherson. The Secondary Use Area (11,456 km2) is a traditional use area in the Richardson Mountains. The three main groups that use the area are the Vuntut Gwitchin of Old Crow, the Teetl'it Gwich'in of Fort McPherson and the Ehdiitat Gwich'in of Aklavik. The responsibility for land use planning in the Primary and Secondary Use Areas falls to the Yukon Land Use Planning Council. The Yukon Transboundary Agreement states that the Yukon Land Use Planning Council will consult with the Planning Board on any land use planning initiatives in the Primary and Secondary Use Areas. A planning commission for the Peel River watershed, which includes most of the Primary Use Area, is expected to be established in 2004.Tłįchǫ(Wekeezhii)Over the years, Monfwi Gogha De Niitlee has been modified due to land claims settlements. In the Agreement, the modified area is called "Wek’èezhìi", which translates to "within the area". "Wek’èezhìi" defines the "management area" over which the Wek’èezhìi Renewable Resources Board and the Wek’èezhìi Land and Water Board will have authority. Wek’èezhìi is bounded, in the northeast, by Nunavut; in the northwest, by the Sahtu settlement area; in the southwest, by a line agreed to between the Tłįchǫ and the Dehcho in an overlap agreement; and in the southeast, by a line agreed to between the Tłįchǫ and the Akaitcho Dene in an overlap agreement. The NWTCG has created this boundary based on the metes and bounds description used to describe Wek’èezhìi as found in the Appendix to Chapter 1 of the Tłįchǫ Land Claim and Self-Government Agreement. This boundary will replace the most current publicly available boundary for Wek’èezhìi which is one that was provided by the Yellowknife Lands Negotiation Office of Indigenous and Northern Affairs Canada prior to December of 2002 (wekeezhii_jul1202.shp). There are issues with that boundary, and its source is unknown. These were the rationales for creating this boundary.Monfwi Gogha De NiitleeThe traditional area of the Tlicho First Nation is "Monfwi Gogha De Niitlee", the area described by Chief Monfwi during the signing of Treaty 11 at Fort Rae on August 22, 1921. Subject to certain limitations, most of the rights of the Tlicho that are set out in the Agreement will apply in that part of "Monfwi Gogha De Niitlee" which is in the NWT. Over the years, Monfwi Gogha De Niitlee has been modified due to land claims settlements. In the Agreement, the modified area is called "Wekeezhii", which translates to "within the area".
